Since the withdrawal from Cambodia in 1989 (only the Khmer Rouge suggests that the withdrawal has not occurred), the focus of defense spending has moved to the navy, a reflection of growing tensions in the South China Sea. Vietnam's "volunteer force" in Laos has also been much reduced.
